Tom Halterman, BPharm, Chief Executive Officer
Tom Halterman is a co-founder and equity partner in the company. He is a graduate of the University of Iowa College of Pharmacy and has served as President of the College's Alumni Advisory Board. Halterman is a past President of the Central Iowa Pharmacists Association, winner of the Iowa Pharmacists Association's Distinguished Young Pharmacist of the Year award, and was tabbed by the Des Moines Business Record as one of central Iowa's top 40 business leaders under the age of 40 in 2001.

Patty Kumbera, BPharm, Chief Operating Officer
Patty Kumbera is a co-founder and equity partner in the company. She is a graduate of the Drake University College of Pharmacy and has been appointed to the Drake Alumni Board Executive Committee. Kumbera serves on the Pharmacy Services Technical Advisory Panel addressing HIPAA and pharmacist professional services. She is a frequent speaker at national programs and has been named one of American Druggist's 50 Most Influential Pharmacists.

Joel V. Brill, MD, Medical Director
Joel Brill provides managed health care expertise to assist Outcomes in the development of MTM program offerings in areas such as consumer driven health care, pay-for-performance, disease management, and other areas. He is well respected nationally for his expertise in health care areas including coding and reimbursement methodologies, quality improvement, disease management and pharmaceutical analysis.

Brand Newland, PharmD, MBA, Vice President
Brand Newland has extensive experience in MTM program operations, serving as the lead pharmacist for numerous Medicare Part D and employer-sponsored MTM program launches. Dr. Newland has led the clinical protocol development team for the Outcomes Targeted Intervention Program "TIP" focusing upon cost efficacy management, discontinuation of potentially-inappropriate medications in the elderly, non-compliance, therapeutic duplication, and adherence to current disease state guidelines. He is a graduate of the University of Iowa College of Pharmacy and the University of Chicago Booth School of Business.

Cynthia Kesteloot, BScience, Vice President
Cynthia Kesteloot is a senior member of Outcomes’ operational team, having started with the company in 2000. Kesteloot has successfully administered numerous large MTM program accounts with expertise in project management, client support and database management.

Tod Kumbera, BScience, Director of IT
Tod Kumbera came to Outcomes in January 2008 after 15 years in Information Technology with the Principal Financial Group. He brings over 20 years of Information Technology expertise to the Outcomes team. At the Principal, his team was responsible for the management of over 70 agency PC networks located from coast to coast. With Outcomes, his responsibilities include LAN administration, IT research and development, regulatory compliance, office efficiency, and SQL database management.

Jessica Frank, PharmD, Director of Clinical Services
Jessica Frank serves as a member of Outcomes’ Clinical Services team and has developed several clinical protocols for Outcomes’ Targeted Intervention Program focused on adherence to current disease state guidelines and preventive care. She also provides MTM network support on program implementation and quality improvement. Dr. Frank is a graduate of The University of Iowa College of Pharmacy and completed a Managed Care Residency with Outcomes.

Meredith Allan, BScience, Director of Client Services
Meredith Allan serves as a member of both the Outcomes business development and operational teams, having started with the company in 2005. With expertise in project management and client support, Allan works to transition MTM program accounts from sales to implementation. Her responsibilities include marketing, program implementation, business development, and conference/meeting coordination.

Christie Petersen, BArts, Director of MTM Support
Christie Petersen oversees the Outcomes MTM Support Center, a team of individuals that provides telephonic, on-site and online support to the Outcomes MTM network nationwide. The Support Center serves as a critical link between local pharmacists and Outcomes as MTM services are implemented and expanded. Petersen joined the Outcomes team in 2004.

Dan Rodriguez, BPharm, Director of Provider Services
Dan Rodriguez brings over 20 years of pharmacy experience to the Outcomes Provider Services team. He most recently served as Pharmacy Professional Services Manager at a regional supermarket pharmacy chain in the southeast. In that role, Dan helped implement company-wide MTM services, In-Store Screenings, and a Pharmacist Immunization program. With Outcomes, his responsibilities include ongoing MTM network development and growth with chain, independent, consultant and health-system pharmacy providers nationwide.

Karen Sisson, Esq., Director of Government and Corporate Relations
Karen Sisson is a seasoned legal and government affairs professional who has experience in a variety of projects spanning the political arenas to multi-million dollar corporations. In her role with Outcomes, she oversees the development and implementation of the political engagement strategy with federal, state and local elected officials, regulatory agencies and key policymakers. She represents the organization in front of key officials and policymakers. In addition, she is responsible for public and private sector business development. Karen received her Bachelor of Arts in Advertising and Marketing, with a minor in Chemistry, from Drake University and also received her Juris Doctor with Honors from Drake Law School.
